"notes": "Hand-verifiable sub-indicator scores for ten countries across the maturity range, scored against the fixed anchors of the v3 rubric in scripts/regulation_pipeline/prompt.py. Every entry is a draft: an agent drafted it on 2026-09-23 from the dataset's June 2026 sub-indicators, their cited sources and the listed primary sources. A country becomes verified only when the maintainer has checked each of its 20 scores against the listed sources, set status to verified and recorded verified_on; re-verify each quarter. Eight countries come from the former priority-country list, removed in #41 (Chile is left out as the closest profile to Brazil) and two (Bhutan, Kiribati) are low-coverage countries where thin web coverage tests the model's floor. The pipeline compares each run's raw results with these scores (gold.py) and appends the agreement to drift.json.",
